On Wednesday, August 26th, the Austin Housing Coalition will host a panel discussion on the Low Income Housing Tax Credit program.  Administered by the Texas Department of Housing and Community Affairs (TDHCA), the tax credit program is the largest producer of affordable housing in Texas (and the United States).  It’s a complicated program, with rules governed by a combination of federal tax law and the state-wide Qualified Allocation Plan (QAP).

QAP rules determine the competitive program’s scoring criteria and, ultimately, where affordable housing is located.  TDHCA’s tax credit program made news recently, with the U.S. Supreme Court’s recent ruling that upheld “disparate impact” claims under the federal Fair Housing Act.  Essentially, the Supreme Court affirmed that discrimination (whether intentional or not) is unacceptable and violates the Fair Housing Act.  Read more about the Supreme Court decision on the Texas Low Income Housing Information Services blog.
