Research Manager Job Description  

The Research Manager is a core member of the HousingWorks Austin team and leads the organization’s efforts to produce rigorous, accessible, and actionable research that advances affordable housing policy, systems change, and community education across Austin, Travis County, and the Central Texas region. This role manages ongoing research projects, develops new lines of inquiry, and ensures that HousingWorks’ data, analysis, and communications meaningfully support policymakers, partners, and community members.

The ideal candidate is a critical thinker, strong writer, and independent problem-solver who is comfortable with mapping tools and experienced in analyzing Census and public datasets. They bring a deep commitment to advancing racial, social, and economic justice.

Key Responsibilities

Housing Research & Analysis

  • Conduct comprehensive, in‑depth research on affordability, housing needs, displacement risk, and demographic trends in Austin, Travis County, and the broader Central Texas region.
  • Update and expand HousingWorks’ core research products, including:
    • City & District Analysis
    • Strategic Housing Blueprint Scorecard
    • County & Precinct Analysis
    • Who Needs Housing That’s Affordable
    • Affordable Housing Bond research
  • Lead new research efforts in emerging partner communities such as Kyle, Taylor, Pflugerville, Georgetown, and other Central Texas jurisdictions.
  • Research case studies, national models, and best practices to inform local policy development and support systems‑level change.

Data Storytelling & Communications

  • Produce high‑quality reports, briefs, presentations, and data visualizations that communicate findings to policymakers, community members, media, and partner organizations.
  • Translate complex policy concepts into clear, accessible insights for policymakers, partners, and residents.
  • Shape the organization’s research and communications agenda, ensuring alignment with HousingWorks’ mission and strategic priorities.
  • Serve as an internal resource to staff, supporting data needs across programs, advocacy, and communications.

Collaboration & Education

  • Work collaboratively with staff to develop educational materials, community‑friendly data tools, and accessible housing information products (including four‑page flyers and other public‑facing materials).
  • Support the planning and implementation of HousingWorks’ educational events, including the annual summit, community presentations, and in‑person affordable housing bus tours.
  • Coordinate with partner organizations, coalitions, and local governments to advance research‑driven policy solutions.

Organizational Support

  • Contribute to strategic planning, grant reporting, and organizational learning.
  • Perform additional duties as assigned to support HousingWorks’ mission and evolving needs.

Required Qualifications

  • Graduate degree in planning, public policy, urban studies, or a related field (may be waived for applicants with commensurate experience or exceptional skills).
  • Strong research, quantitative analysis, and written communication skills.
  • Proficiency using Microsoft 365, Google Workspace, and Zoom Workspace. 
  • Experience using GIS (ArcGIS Pro, ArcGIS Online, or QGIS) or equivalent spatial analysis skills using Python or R.
  • Ability to work independently, manage multiple projects, and meet deadlines.
  • Collaborative mindset and ability to work effectively with team members and external partners.
  • Creative problem‑solving skills and curiosity in approaching complex research questions.
  • Demonstrated commitment to racial, social, and economic justice.

Preferred Qualifications 

  • Knowledge of affordable housing issues, strategies, and policy themes.
  • Experience working with Census Bureau datasets and other publicly available data sources.
  • Experience using ArcGIS Online StoryMaps for public‑facing, interactive mapping.
  • Experience conducting interviews, focus groups, or qualitative analysis.
  • Experience with survey design and community engagement. 
  • Strong communication and presentation skills.
  • Experience designing materials using Canva or similar design tools.
  • Familiarity with Central Texas housing dynamics and local government processes.

Compensation & Benefits

  • Full‑time position with a salary of $70,000–$77,000, depending on experience.
  • QSHERA healthcare reimbursement account with annual employer contributions of $3,000.
