Affordable Housing Policy Development
Real estate development is a complex process — and ensuring affordability in that process even more so. HousingWorks has a convened a policy committee focused on the myriad of city policy issues that affect affordability.
Provided below is a list of HousingWorks' current policy priorities.
- Passage of Homestead Preservation District. Ensure that the East Austin Homestead Preservation District is passed and implemented. The Homestead Preservation District will promote homestead equity, help develop additional affordable housing, and assist in redressing the economic displacement of families in East Austin.
- GO Affordable Housing Bond Implementation. Monitor bond implementation process and ensure that the bond NOFA process is transparent & participatory and that the bonds are invested in affordable housing development consistent with the intent that was presented to Austin voters. - Housing Market Study & Plan. Work with the City of Austin to ensure that both the market study and housing plan are comprehensive and incorporate community input. In addition, work to ensure that the housing plan incorporates the core values of deeper affordability, long-term affordability, and geographic dispersion.
- Affordable Housing Preservation Policy. Research, develop and promote an affordable housing preservation policy that attempts to retain as much affordable housing stock as possible, especially in Central Austin neighborhoods.
- TOD Affordability. Ensure that affordability (25% goal) is successfully integrated into the station area planning for the TOD sites.
- HACA Redevelopment. Work with the Housing Authority of the City of Austin (HACA), HACA residents, and the broader community in shaping a redevelopment plan that meets the needs of HACA residents and incorporates public participation.
- Development Incentives. Develop consensus on appropriate balance between public incentives/entitlements and affordability requirements and monitor to ensure agreed upon requirements are met.
